Born in England, Raised in The Soviet Union, Immigrated to America.
He's Alexei Kalashkov. He's Quarentine. Ever since his childhood, he was good at finding his targets. So, he took up Archery. He won several awards for his superb marksmanship.
Though, his life changed when he went on a science retreat to study radiation and anti-radioactive equipment at Chernobyl, Ukraine. In the process, Alexei tripped, falling into an irradiated electric box, in which he was electrocuted.
Later, at the hospital he was rushed to, he regained conciessness, and realized he could manipulate electricity.

He put his two powers together, and moved to Paragon City, USA, to become a reasearcher for the Steel Canyon University. He was in his Eastgate Lab when "The Hollowing" happened. In the aftermath, he quickly moved his lab to Atlas Park, where he knew he would find relative peace.
After the incident, Alexei gained "safeguard funding" from his employers, Crey Industries. He was also given a radiation, fire, cryo, and pressure proof battlesuit, for his "high risk" expierements. Alexei used this, and his Bow and arrows, to start his heroic carreer as Quarentine
