The modding communities tend to flourish on high-end graphic FPS games like half-life Quake. Do you feel project offset will be able to give the other FPS games a run for their money or will it struggle with a limited modding tools for the public.

There will definately be some modding tools, and even if they don't make them I am sure that someone will. Every game made can be modded it just needs a tool for people that can't program to learn while elite programmers can make their own tools and release them to others to mod the game. I have no doubt that this game will have some LoTR mods made sometime after it is released. It just depends on how big the fan base is, and considering that this game already has a large fanbase and isn't even named, or in alpha stages, and its still got a long road to go down. Imagine how many people will love this game upon release.

I read somewhere that it's planned to be a kind of rpg/fps mix. As long as there is character development, then I don't really think too many people will get into modding it. Then again...I've been wrong before. ;)

The game is just too close in resemblence to LoTR to not be modded by some LoTR fans. At least the PC version, I am unsure whether or not console versions will allow modding or map making. :)
