i notice this alot, but what i've noticed is that more often than not it's a problem with my connection...
I SWEAR UT2K4 DOESN'T REPRESENT YOUR PACKET LOSS CALCULATIONS PROPERLY!!! cuz i've been playing on a crappy roadrunner connection with constant packet loss for 3 years and i can tell when stuttering is being caused by packet loss... and it's even more apparent when i get it in a server i'm pinging well to, but it disappears when i go into instant action mode...
i'm not even necessarily blaming the netcode, i just wish they'd accurately represent what you're connection is doing... i guess i should just be happy that you don't have 2 different "pings" like in ut1 :|

I can't play online anymore... the game shit the bed.

there's certain things you can do like run tests on your hardware, reformat, or apply the latest 2k4 patch.

Yep I ended up reformatting, works like a charm now. It can just be a royal pain in the ass to have to go through all that.
