I would have to say, in my opinion anyway that fire damage is the best. I'm a lvl 20++ E/N with many skills but 99% of the time I use fire magic because I can do alot of damage in a short period of time. But, I also have some earth magic skills that do high damage as well.
I think the best elemental damage is going to be whatever works best for you, try different things and see what keeps you alive the longest...:-)

Fire magic! It does the highest damage and there are lots of fire magic spells. However there are a lot of monsters that are fire resistant making the dmg half. Thats where u need winter to make fire magic dmg turn into cold dmg :D

I always used to use fire magic, because it is easily the most powerful, but now, i use other elements (usually earth) because some of their spells go together so well....running into a crowd and using earthquake on one of them..then aftershock, seriously high damage.
They all can be as powerful as eachother.

fire for pve
Earth and air for pvp
earth have great skillz...ward vs melee is super helpfull and u got good skilz that ignors armor and does like 120 dmg.
or u can spame stone daggers

a little story
i was once fighting in the med. level arenas and there was an ele there who used water/earth and even after her party had been defeated she was still chuging away and eventually killd me and my whole party i pm'd her later to comment on such a diffrent choice in skills and her replie was "i like to be diffrent but it workd didnt it :P"
so to kind of prove a point no element is the strongest it is just how you use them
