Ok so I dont quite yet have a level 60 Shaman, but I will...one day. I will tell you what I think the best build is, and also tell you what I have so far.
Ok here goes:
Elemental Talents-
- Concussion 5/5
- Convection 5/5
- Elemental Focus 1/1
- Call of Thunder 5/5
- Reverberation 1/5
Enhancement Talents-
- Shield Specialization 5/5
- Thundering Strikes 5/5
- Improved Ghostwolf 2/2
- 2h Axes / Maces 1/1
Restoration Talents-
- Tidal Focus 5/5
- Ancestral Healing 5/5
- Improved Lesser Healing Wave 5/5
- Tidal Mastery 5/5
- Nature's Swiftness 1/1
Thats my thoughts of what a good PvP build would be, the orange is what I have so far...not much I know...but it works so far.

This is a decent build, I personally have tried a similar 11/19/21 build ( I had points in flury instead of what you have in elemental tree). Ultimately however, I felt I was spread a little thin with this build kind of between a melee and a caster, so I opted for a build focused on one side or the other ( I have since switched to 30/0/21 and more recently 0/30/21)

These are just basics, I know I haven't completed the WHOLE tree yet but these things are good to get for Grinding/Leveling. Elemental isn't worth it at all, I'm sorry to break it to most people, maybe at the level's 55-60 but a lot have switched to the Warrior-type Shaman's now so this is my view/opinion. Basically what you want to do is go Enchantment/Restoration first, perhaps some Elemental for the Shocks... ~JLPizzLe ^_^a

that may be true that for leveling and solo PvE, elemental lacks the efficiency of a enhancement/restoration build (the tree is called enhancement btw, not enchantment), however, at level 60 and especially in PvP, a build featuring elemental talents really shines.
