can anyone confirm that the expertise skill does actually lower skill cost of attacks and preparations etc
i have expertise at 8 with me ranger char and it makes no diferance to the cost of anything

Yes it works otherwise trappers won't be able to cast all 4 traps with 30 energy.
I had an expertise of 13 so thats 52% lower energy cost and faster skill recharge.
So this is how much energy was spent (original amt) -> expertised amt
Skills:
Dust Trap (25) -> 12
Flame Trap (10) -> 5
Spike Trap (10) -> 5
Barbed Trap (15) -> 7
Bryan Fellow LVL 20 R/Me - Ch 1. Completed
Annec Ro LVL 20 N/Me - Ch 1. Completed
Healer Henchperson LVL 20 Mo/N - Ch.1 Completed

1 atribute point given to expertise will cost 4% less of the energie costs. so 8 expertise will be 32% lesser
so if u wanna use a skill that costs 10 enrgie u only must give 7 energie, skills with higher energie costs will be great if u can make it 50% less ;).

Expertise does reduce energy-cost of skills. What it does not do, is change the stated cost of those skills.
E.g. with level 8 in Expertise, using a Troll Unguent costs only 3 points, but it's still stated as costing 5 points. If you keep an eye on your energy bar, you'll the difference though.

as long as it is a skill and not a spell, it should be fine. If you play in team arenas, you'll notice one of the new flavors of the month is the Ranger/Necro who runs around spamming vampiric touch which is a 15 energy cost skill. But with expertise, it reduces the cost dramatically. It also states that expertise only effects attack skills, but such is not the case. It only costs my ranger 2 mana to use troll, and 4 mana for whirling defense.
my ranger has 15 expertise which reduces the cost of skills by 60%. This makes me a very effective trapper. I can also work concussion shot into my build with no worries, or maintain an enchantment if I want without little affect to my mana. My pure ranger build that I'm currently running has 15 in expertise (11 + 3 for the rune + 1 for hunter's mask), 14 in wilderness survival (11 + 3 with the rune), and 9 in marksmanship (8 + 1 with the rune) with 9 points left over. My TA build works well, and my team has only ever been defeated 3 times, we ususally have to quit when we get to the 30-35 wins range because someone has to go to bed or what not. Expertise is obviously one of the most overlooked ranger attributes basing my evaluation on the cost of runes. But if you think about it, if your ranger is using primarily ranger skills with 1 or 2 secondary profession skills or spells and has an expertise of 13 or 15, that's like having a mana pool of around 60 with a mana regen of 6 pips, or if you are maintaining an enchantment (monk enchantment for example) it's a mana pool of 60 with a regen of 4...still not too shabby. Who wouldn't want that?

expertise indeed does reduce the cost of ranger abilities. with 12 expertise, it costs me 3 energy for a 5 cost ability, and 5 with 10 costs. once, i changed class to ele, went out for a run, then realised my fire skills costed really cheap, and i guess it was an expertise glitch ^^. after that run, it stopped reducing the cost of my ele skills tho :(
