hi, i play on victory. I will answer your question.
Glowing eyes is a face option when you create your character or at icon.
or....
peacebringer's and warshade's eyes glow when they turn on toggle powers
edit: and auras at level 30 can make your eyes glow

Most times it's the aura effect. You can unlock it when you hit lvl 30 in both games.

Yes, usally, if the character is not a peacebringer or a warshade, the glowing eyes are part of an aura, which you can purchase at level 30. However, you first need to complete a mission for Jonathan St. Smythe, in the Atlas Park City Hall. He'll give it to you at level 30 or above, and it's tricky without a team at level 30, because it involves hunting Rikti.

When you create your character, glowing eyes is one of the options, I believe it pops up somewhere around the end of the sunglasses. I have several toons I have created that included the feature on creation. It is also an Aura option under firey Aura I think.

The glowing eyes option is under all the auras I believe, you can have it as an all over effect or pick parts of the body for the effect.
The face option in character creation and non PB/WS/Aura just colours the eyes, it doesn't actually 'glow' like the aura effect does.

Yeah, I'm talking about the flaming like look that some people have. So that's an aura that you can get later or it's auto if you're a PB or WS?

The glowing eyes really shows they are in love,... just look at Grift, his eyes always look like that , hehe

almost exactally... the PB and WS one I don't think really looks like fire, but you can get a firey aura at 30. :)

I believe there ae a couple of Kheldian powers that activate the glow. I know when I kick on the inherent flight on my Peacebringer I get the eye glow. I haven't dusted him off in a while, but I'm pretty sure a couple other powers will also get the eye glow running.
The level 30 Aura mission is not too bad at 30 depending on the AT you have. I have a couple of support toons that were low on the damage side, so some of the kills were hard to get. If we are refering to the mission you get on the Hero side, the Rikti are the hardest to get. The best plan for those is to hunt the Rikti monkeys in Crey's Folly that usually hang out not far from the door. They can still be a bit of a pain if you have to whittle them down with all that psychic poo they fling, but a good stun or hold is usually available for most non-damage oriented toons. Most of the other enemies they direct you to can be found in the zones well below your level 30 status if you just want to clear it, and get the option unlocked.
Also be warned. There is an ambush for every type of enemy that they ask you to kill. It pops up right after you finish one type of enemy, and the next kill quantity shows up on the nav bar. I believe right after Freaks, is Rikti. If you are concerned about the ambush, then head to the train after that, and let the drones take them out. Then go hunt something more manageble like the monkeys.

Every Kheld power will activate thier eye glow but it is more obvious in the Peacbringers than in the Warshades.
