I'm not real good at PC's but I would guess around 20k to 30k.
Get a second opinion though.
Reasoning:
11 req isn't exactly a low req.
13% is 2% less than max. While this is still pretty good, higher would be better
10/10 is max and the whole reason it might have more than a couple platinum in value

whatever you do, don't add another mod to it. the 10/10 sundering is what makes it good, so don't split the chance of salvaging something else.
