I'm thinking of making a dominator for PvP purposes, and I have two questions:
1) What are some good power pool combinations for PvP?
2) Do confusion effects work on players?

Yes confuse works...and it's annoying as hell.
Not real keen on the power pool combos for pvp.. I have SS/Stealth/Combat Jumping/Tp Foe on a couple of my toons.
Works fine for my liking in pvp.. I'm a Ice Dom so I like to tp foe/ Ice Block. Rinse and Repeat..My Dom is also primarily used in Large scale pvp. So I guess it depends on how you plan to go in.

TP Foe is always good in PVP they can't run away muhahaha.
My plant thorn dominator is a weakling when it comes to PVP one on one but I do find Success while playing on a team. Usually I will play the lonely poor defenseless dominator to lure a hero and when they come down to get me they are shocked to find me surrounded by hidden stalkers lol works very well though I do get killed sometimes before the stalkers can save me. But I do have Tp foe and when they see the stalkers generally the try to bolt but tp foe brings them back and I hit them with my strangle holds. One thing to remember though with using confuses and holds if they have a break free you are in trouble cause your attacks will only last like 2 seconds so be prepared to run if your holds dont work.
TP Friend is also good to because we have to remember the heroes have tp foe also . I have on several occaisons been summond to a masacre. If you are teaming with a teamate who has tp friend they can usually summon you back before you die.
Here is another tip when playing PvP its always a good idea to pan out your view so you can see all around you. A hero just might be tracking you getting ready to pounce so its always good to be able to watch your own back lol.

1) A good PvP combo is a Plant/Thorn Dom. Great mezzes and decent damage. Plus Torny Assault comes with a -fly debuff to catch the blasters and defenders. Be sure to add enh to keep end in check.
2) Confusion works great! Great escape power. A Tank charging you like a bull? Hit him with SoC and hightail it out of there.
P.S. Be wary of those with break-frees. Can be a pain for most mezzers.
