To put it simply, no. it's not worth anything.
In a more complex analysis: Low req is meaningless for a caster since most will stick with 1-2 attributes so they will both end up having 12 or more. As for the energy+4 there are much better items out there. You can probably sell this item for 1k but it'll take you a really long time to find a buyer unless someone out there needs one right away. I suggest giving it to the merchant and moving on to better things.
