Ok what on earth are those green half rings next to everyone's name?

Those are supposed to be indicators for whether you have voice chat turned on or not. Imagine they are soundwaves coming from a point-source.
The in-game, fully-supported, non-third-party voice chat is a marvelous addition to the game. If you don't yet have a microphone, and you plan on playing DDO very often, I HIGHLY recommend you get one.
I found a great deal on a Logitech headset with build in boom-mic...$10 US from pricewatch.com, including the shipping costs. Well worth the small investment...and I'm very happy with the quality of them so far.

Is the voice chat working in game right now? And does that mean my whole party was chatting and I was missing stuff?
And I do have a headset/mic... it was a nice buy at $10 and it works lovely! I just didn't know I could use it in game yet!

The voice chat is working. It doesn't work on dial-up, but who really has that anymore. The induvidual names of your party will turn green when someone actually says something, so you weren't missing anything. The green half-circles are just saying they have voice chat turned on in their options.

Played Wow with a mate for 10 months using Skype, made a real difference being able to give another player a heads up on incoming mobs, I'm really pleased to hear this was going to be built into DDO.
