man, i got the same fucking problem...
It seems like the damn rifles dont do shit for damage. Prone, and poppin... and takin you ttim between shots, your hit to kill ratio is still 5:1-3:1 i cant figure out why when im point blank, it still doesnt do shit... and my ping is somthin around -40ms

I know, my ping is generally 20, im in prone, the guy is in front of me not moving i hit him doesnt do anything, then take out my pistol get him. This is so gay

go to bf2s.com and read their stuff on the weapons. they have all the data about how accurate all the weapons are and how much damage they do and how their recoil works.
the m95 and the m24 both do less than 100 damage to the chest of an armored opponent. the mec/pla rifles are significantly less accurate and less powerful, but they are semi auto, and that's a huge advantage for most situations.
bf2 patch 1.2 is improving the accuracy of all of the sniper rifles, and adding a special forces sniper unlock as well. so the snipers aren't going to suck for much longer.

All sniper rifles are meant to be used while prone. You suffer HUGE accuracy penalties when using them standing. Sniper rifles are actually LESS accurate than assault rifles while standing.
Using the scope increases your accuracy, as does kneeling and being prone.
When you fire any of the single-shot sniper rifles, you can hold the fire button to keep the scope up to your eye to see where your shot lands.
Bullets in this game have a trajectory and you will need to adjust your point of aim to hit distant or elevated targets. Hold the scope up so that you can see where your shots are going so that you can learn where you need to place the crosshairs to get that headshot.
Also, if someone is moving, the bullet is going to take some time to reach them, so you're going to have to lead them. Anticipate where their head is going to be based on how they're running and how the ground slopes in front of them. If you're not confident on the headshot, there's nothing wrong with going for the body. The M-95 will almost always kill someone with just 2 body shots.
