This skill is good when used correctly, first use it then meteor shower and it will be replaced with meteor shower, in other words you can do a second meteor shower right after you used the first one.

arcane echo is a skill that is used to cast one of your own spells twice. ex. A E/Me casts Arcane Echo then casts Meteor Shower. The Arcane Echo Spell on slot is replaced with Meteor Shower so the ele may cast again. You cannot Echo or Arcane Echo another character's spells.
Hope this helps, anymore questions you can reach me in game

No, it only works for your spells... i haven't tried it, but the description is very "descriptive".
If you cast echo, then another spell, echo acts as that second spell for 20 seconds more. For example, cast echo, then healing breeze, and you will have a healing breeze for 30 seconds (10 sec of breeze + 20 sec of echo).
At least that is what i understand reading the description of that skill. Correct me if i'm wrong.

it acts as the skill for 20 sceonds meaning that you have 2 healing breeze spells on your skill bar for 20 seconds when arcane echo wears out. When Arcane Echo ends it returns to the arcane echo skill and begins the recharge.

yes you cant use echo on other players
you might be thinking of the popular echo nuker thease echo nukers are people tho have and ele/mes or mes/ele they "echo" their own skills.
to use archane echo simply click it then use another spell on your skill bar. you will notcie that archane echo is replaced with that spell and you can then use the spell a second time while the original is recharging. the idea behind it being that as you have fast casting there should be a way to get around the recharge time. hope this helps tho i think its kinda what they said.

With the part to use Arcane Echo only on your own spells, you are right. The Mesmer elite skill Echo (just Echo) works on any skill you have, regardles of skills class (stance, spell, attack, ...). But for both of them, you can only use those on yourself.
To copy your allies' skill, there is only Arcane Mimicry, which becomes your allie's elite skill.
Arcane Thievery steals one of your enemy's skills and disables that skill on the enemy.
Regarding the Healing Breeze example. (Arcane) Echo works different: You cast Arcane Echo, and then the Breeze. What happens is that you are enchanted with the Breeze, and you do have two Breezes in your skillbar: The one you used already and a second one in the place of Echo. you can use the second Breeze again, but only for another 10 seconds... it's the exact same copy of the skill you used.
To copy that spell, you have to cast the spell in 20 seconds, or nothing will happen at all and Arcane Echo will recharge normal without anything else happening. If you cast a spell it becomes the other spell for another 20 seconds. After those 20 seconds, the Breeze for example will change back to Arcane Echo and start recharging, regardless of having been used or not.
Hope that helped.[/B]

But you do understand that Echo and Arcane Echo only work on you. You cannot cast them on an ally. For that matter, you cannot cast Arcane Theivery on an ally, only an opponent.
