ive seen a few variations of this hammer, usually like the one u have there (the Ram's Hammer skin) but ive seen it on a twinhammer and Runic hammer also, i believe its just like your average Fellblade (sword) and Sephis Axe (errr axe) as in drop rate, almost all weapons have there rare itemsi just think this is the rare hammer
