What happens after you reach level 40? Do you continue to earn XP or is it saved in some sort of \"bank\" for up coming issues? If it is not saved what is the point of playing until the next issue is released? Do you stop earning infamy as well?

All the experience you WOULD have earned is earned as Infamy instead, just like if you Malefactored down to another level.
The point of playing at that level would be to gain lots of infamy or to gain prestige for your supergroup. Also you can run contests and the like. Collecting badges is also an option. Another option is to play alt-characters.
