The lightening bolt is data that's being streamed to existing files, rather than an actual file by file downloading. Due to the large amount being streamed because of the latest overall game update, Anet has recommended that you leave the client at the log-in screen when not playing (particularly if you have a dial-up or lower speed connection).
Note: When you get an in-game notice that you need to exit the program because there is a new build available, they need to download files which is different than streaming data. This means you need to completely exit the Guild Wars program, then restart it so that a) the file downloads will occur b)the new files will become active.

Yup that's ArenaNet's patented Streaming Content at work :-)
If you get a download before logging in, there's stuff being downloaded for the core of the game, the game-logic so to speak. The little lightning bolt is extra Content being downloaded (like Map area's and such). Not sure what the downloads are you sometimes see on a Map loading screen. Whether that's game-logic or game-content.
