interesting... not max damage, and you can get a collector offhand with +12 and +15/-1
now if you wanted to combine the 2 with a -2 regen, may be interesting. no idea as to value, i would say initially that it would be minimal.

I have a similar deadly cesta with a req 8, 13/-1 and 10% recharge on all skills. thats worth about 60k
+13/-1 isnt max (+15/-1 is), the damage isnt max and the req is too high to make it valuable to anyone and there is no recharge or skillcast mod on it.
IMO, use it or sell it to the merchant. you might fetch a couple of plat for it when you really really try hard to find someone, but i dont think its gonna be worth the effort.
