It's not a terrible sword but its not great. It has good added mods but it's missing a good inherent mod.

The 20% while hexed is not very favorable. It would be worth a ton if it was 15^50 or 15 while in stance. Youd be better off salvaging it for one of the mods.

This is the type of weapon that I absolutely hate when it drops for me. It's too good to salvage or merchant, but too bad to sell.
If I had to put a price on this, I'd say about 12-18k; the requirement is a tad bit high, it has a Fellblade skin, and it has a near-max Fortitude mod, but the damage bonus, while excellent, isn't really useful as such. And by that I mean that people are always trying to avoid being hexed rather than being hexed.
If you salvage it and manage to get the Fortitude mod, I believe that that alone would be about 15k, but it would sell a lot easier than the sword itself.
In the alternative, you could get a nice +60/-3 while hexed shield and use the weapon yourself. That would work, too.
