You use it. If you have an item that's unidentified and you equip it and get additional Health, you know that that item has a +Health mod on it. If you attack a Ranger and get unusually low damage (compared to an IDed weapon with physical damage) you know it has an elemental mod (and with a bit more testing you can even determine WHICH elemental mod). Similarly, if you enchant yourself and your damage increases, you know it has a +damage while enchanted bonus, and with enough testing (say, 300 strikes with and without an enchantment up), you can even accurately determine the %boost that the weapon has on it.
Because you can determine what all the stats of a weapon are before you ID it, you can figure out if the weapon is crap or not. Since people know that this is possible, they assume that any and all weapons that are being sold unIDed have been tested and found to be crap. As such, very few people will pay anything for an unIDed weapon.

Nice, but elemental mods are easier to identify than equiping it, it will say Dmg 15-22 if it has an elemental mod on it or Slashing Dmg 15-22 if it doesnt, still it requires as you said to equip it to find out exactly what type of element it is.

After all the talk of how stupid it is to buy unID weapons, people still bid more $$ on them. I guess some people have alot of cash to waste. It would really suck if that sword turned out to be ebon sword of charr slaying with a plus +14%dmg vs hexed foes mod.....
