Water eles are usually never really "popular" in PVE because the main focus of water eles are to slow down enemies. In PVP this is useful for the purpose of slowing wars and other meleers giving your caster time to escape. In PVE there are so many enemies around, that is becomes not as effective and useful. It will be hard to find a group in PVE because you will get a lot of NOOB calling. I don't know a PVE build because I have never seen it used, but I wish you luck! It's always nice to see someone go outside the box.

A pure water elementalist is a fairly specialized build and although it would be completely feasible to run one on the PvE side, it would require that the rest of the team is built accordingly, which is something that just doesn't happen with PUGs. Hence, you'll be better off by making a mixed element build that utilizes the defensive skills from the water line and offensive skills from another line.
About the exact build, then, there really isn't a one-size-fits-all solution, because you should modify it according to what you are going against, and possibly even taking into account the skills of the rest of your party.

Hydro eles rock in PvP :) I like being a E/N to become a wariors bane and slow down pesky runners. The only problem I have with being a water ele is that the recharge times on the water spells are quite long which in past I have tried to make a water farming build but haven't succeeded have only been able to do a running build with them. Since my main char is an E/Mo I just play with all the elements depending on my mood.

oh ok then i'll post the build too.
its meant for pvp only so yeah...
1.Rust 5mana 2cast 30recharge
2a.Mist Form 10mana 1cast 30recharge(optional)
2b.Spiteful Spirit 15mana 2cast 10recharge
3.Parasitic Bond 5mana 1cast 2recharge
4.Price of Failure 10mana 3cast 10recharge
5.Blurred Vision 15mana 1casta 20recharge
6.Glyph of Lesesr Energy 5mana 1cast 30recharge
7.Insidious Parasite 15mana 1cast 20recharge
8.Rez Sig
Pretty straightforeward really and quite effective however mana might be somewhat of a problem unless ur trying to use ur glyph with all your spells.

When in doubt, look at the skills monsters of that class/build use. I made a water ele it was essentially an ice imp/siege ice golem/ice golem skill conglomeration.
So it was basically, Aura of Restoration, Water Attunement, Ice Spear, Ice Spikes, Water Trident(E), Deep Freeze, Maelstrom, Rez Sig.

I can agree on that to a certain extent b/c i got my quaker farming build partially from the ele boss in Elona Reach that uses Ether Renewal. However, in my opinion useing 2 25mana cost spells w/ 1 that gives exhaustion isn't a build that would allow me to fight long battles if needed depending on the situation. *shrugs*
