Well, I've used both Storm Summoning (although as a controller secondary) and Dark Blast, but never together. I'll give you the rundown of what I know about both, based on personal and second hand experience.
Storm Summoning: This is a good set overall with some decent effects. It's pretty decent in both solo and group play. You'll find it to have a few light control aspects and that it will be somewhat less defenderish than other primary sets.
Gale: Large cone area knockback power. Does very light smashing damage and sends foes sailing. It does have an accuracy penalty though, so at least two slots of accuracies are necessary if you plan on making long-term use of it. Use carefully in group play as Scrapper and Tanker types along with some Controllers, will object to having large groups scattered.
O2 Boost: A basic single-target heal with a twist. Not as strong as Empathy's Heal Other, but has the added bonus of a Clear Mind-type effect, snapping people out of sleep and disorient effects (possibly other types of effects as well), rendering them resistant to them for some time as well as giving temporary resistance to toxic damage.
Snow Storm: This is an anchor-type toggle (you target one foe and it effects that foe and all others around it while you keep it active). It uses some endurance, but is a pretty effective slow effect which hinders movement and attack speed.
Steamy Mist: This is a defensive toggle with a number of effects that affect not only you, but others around you. First, it provides stealth, allowing you to get fairly close to enemies without alerting them (so long as you don't stand in melee range). Next, it provides a defense bonus against melee and ranged attacks, decreasing their chance to hit. If they DO hit, the Steamy Mist provides damage reduction against fire, cold and energy damage.
Freezing Rain: This is a rain-type power (duh). Place it, and all enemies in the area of effect take some cold damage over time, have their damage resistance debuffed, have their movement and attack speeds slowed and have a chance of being knocked down. I love this power!
Hurricane: This is another toggle power. It's a bit more taxing on endurance than Steamy Mist or Snow Storm, but it can be helpful, especially in PvP. It knocks-back nearby enemies, debuffs accuracy and reduces the range of attacks coming at you and those nearby.
Thunder Clap: Although it doesn't look very good on paper, upon further inspection, you'll find out it kinda sucks. This is a PBAoE disorient attack. Like most AoE control effects, it has a penalty to hit, and it will generally only effect minions with a single application. Unless you are desperate to overlap this and Dark Pit from the Dark Blast set (more on this coming up), don't bother.
Tornado: This is an interresting power that is very situational. In an enclosed area (like an indoor mission), it's not so bad. It picks up enemies in a small area and bounces them around. The problem with this power is that it's very random in its path, which can be problematic if you're out in the open.
Lightning Storn: One of the coolest looking powers, it's also quite effective. It summons a black stormcloud to a location where it periodically fires off lightning bolts at nearby enemies, potentially knocking them back while dealing significant damage while also potentially causing fear in the area. Lots of chaotic fun!
Dark Blast: The Dark Blast set is a highly versatile, controller-like blast set. It's nice, because it uses a rarely defended against damage type (dark energy) and its damaging powers bring on some pretty decent hurt (for a defender). All Dark Blast powers slightly lower their targets' accuracy.
Dark Blast: Basic, single-hit blast. You have to take it, but that's okay. It's a nice opener.
Gloom: This does pretty significant damage for such a low power, but may not look it, as its damage is DoT.
Moonbeam: Dumb name, cool attack. This is Dark Blast's snipe and it's a pretty good one. Plus, you get access to it at level 4!
Dark Pit: This power is an AoE disorient. It does no damage, so it's a good thing that the disorient effect is so low powered. :( Like Thunderclap above, this will effect only minions and the only chance you'll get to affect anything higher is to overlap this affect with Thunderclap. I don't recommend this power.
Tenebrous Tentacles: This is a really cool power! It creates a cone of tentacles that wrap around foes within it, immobilizing them and causing a little damage over time. Its recharge rate is reasonably quick and it seems to lack the accuracy penalty that controller AoE immobilizes have. Just remember when using knockback powers that it doesn't keep them in place, but merely keeps them from moving around.
Nightfall: Another cone attack, this power deals damage over time in line with Dark Blast and Gloom. Very useful when used on groups of targets unable to retaliate (say, by Tenebrous Tentacles :) )). A good power.
Torrent: Somewhat situational, much like Gale from Storm Summoning. Unlike Gale, however, its long cone does a bit more damage and seems more accurate.
Life Drain: This power is like Dark Blast with a twist. It deals damage to a single target and heals you for a small amount (the damage and healing amounts have nothing to do with one another and must be enhanced separately). Unfortunately, it has a slightly high endurance cost and is only really useful if you don't have a heal for yourself already (which you won't with Storm Summoning, provided you don't dip into the Medicine pool).
Blackstar: This is your big, blaster-type nova power. It's a PBAoE blast with a big area that leaves you disoriented and unable to recover endurance for a bit afterwards. This one will be based entirely upon personal opinion as the usefulness of nova powers, particularly by defenders, is hotly debated.
Other notes: Take the Fitness pool and get Stamina. PLEASE! You'll thank me for it later.
I hope this helps.

Well...I don't really know much about Dark types, but I'm fairly intimate with Storm. I'm currently pushing my Earth/Storm Controller to 50, so I play with the Storm set pretty often. I have to completely disagree with blacktomcat's mention that it has "light control aspects." I'm honestly surprised that this isn't a Controller primary. If you read black's excellent power descriptions, you'll see that almost every one in the set has some sort of controlling aspect (Gale, Snow Storm, Freezing Rain, etc.). Couple that with the low damage output of Earth, and you've got a mob handling fool that can't "arrest" a minion in less than a minute. :P
I have to say that I don't really enjoy the set much. I've only selected 4 powers thus far: Gale, O2 Boost - which is a great addition, Thunder Clap - which is completely useless, and Steamy Mist - which is a better than average stealth. The next time that I respec, Thunder Clap will definitely be a casualty to the gaming gods. However, blacktom is certainly correct about the positive PvP aspects of the set. They actually had to nerf Hurricane because people would corner their targets and chain knockback at their leisure. I guess my final verdict is a toss up. I see the positive aspects of the set, but its success depends on the strengths of the set that accompanies it. Either way, good luck with the build, bubba. I'd love to here how it's progressing.

Mind if I ask what you don't like? I have a lvl 30, and even though he needs a bit of respec, I still like playing him.

Storm/Dark, huh? Keep them on their butts and make sure they miss if they manage to get up?
I never tried Storm/Dark, but I do have a few other stormies. I started a Storm/Energy a few days ago. Storm is great for knocking the bad guys on their butts! I think the secondary with the best synergy so far is Energy, because Energy Torrent fits in so well and comes at 4.
I'll have to try dark now and see how that works but no secondary can actually be bad with Storm. Getting a snipe at level 4 sounds like a good bonus, but sniping is never really my thing when I play a stormie.
