Jade Scarabs, which can be found just about everywhere in the desert, but I got most of my mandibles right outside Amnoon Oasis.

I would assume though, that a Ventrue would just buy them instead of getting their hands dirty in the desert.

Yeah, I got my warrior with pure damage, got Alesia and charged out of Amnoon :P 2-Man you get quite a lot, use Lina for extra protection.

Jade mandibles can be found anywhere in the desert or in the necro part of the dragon's lair.
