I'm not exactly sure, but it might have some worth. Especially as an Elementalist offhand. If I were trying to sell that, I'd aim for the PvP market. Something like that could work well against e-Denial mesmers.
No idea on price though, maybe more than 10k? And less than 40k?

Collectors give these out with a lower req and with a health +30 (always) bonus as well.
With that in mind, (and the fact that you can get the collector items as a pvp character) I would have to say it wouldnt be worth all that much.

No... but the perfect 15^50 Long Sword from Drok's aint worth 100k is it?
I like and use collector items, but they don't alter the price of Golds, if they did then Collectors would be the only thing people used, and Gold would be considered trash.
It's actually a perfect Gold item, and a req 11 for a Pyromancer is nothing, as most have 15-16.
It's not worth a great deal, but you could sell it for a hell of a lot more than a collector item with the same or better stats.
I reckon 15k-20k
