to get 15 att quests talk to vanyi who is by the xunlai storage people in droknars forge.

After you ascend you can talk to Vanyi, she will tell you to go find a few towns in the desert. Once you explore these beat one of the "path" quests to get the 15 Attribute available from her.
In Destiny's Gorge look for a quest called "The Forgotten Ones", this will lead you to a snake-like thing (a forgotten) who will give you another quest. Follow this second quest in the desert to get the other 15 Attribute.
