I thought it'd be nice to have a thread for all of everyone's ideas for new powersets/ATs/whatevers in the game where we could all exchange on ideas and improve on each others thoughts. For example, here's a powerset I'd like:
Gadget control (Controllers)
1.Electric Web grenade
Similar to the Web grenade immobilise from /devices, only it does a moderate amount of damage, compared to the other Controller primary ST immobs does a bit more. Has small -recharge component too.
2.Brain Lock Device
Sends a signal to the opponents brain which disrupts all mental activity for a short while, rendering the opponent unable to move or attack. Also has small chance to disorient after hold has worn off. Does moderate damage, although less than electric web grenade.
3.Electric fence
Different to the other controller AoE 'immobilise' powers at level 2. It is a location based power. In a small area near where it is cast, there will be a 'pet' entity electric fence, and once enemies are within the fence area they cannot get out until the power wears off. There is also a larger resistable knock back component of the power which, in a slightly larger area knocks enemies into the fence. The fence also does a fixed amount of damage, which is however divided amoung the enemies within the fence, thus reducing the damage per mob when more enemies are within it. The damage pulses evenly with the Knockback over the duration of the power. Power also has a fairly long recharge. Also, enemies with immob resist will be able to walk through the fence unaffected, although will still be knocked about when the knockback pulses. Sets up containment also.
4.Grenade
A ST damage attack, with some minor splash damage. Has a minor disorient chance.
5.Flashbang Grenade
AoE disorient attack. Has good chance to disorient, and small chance to hold foes close to the enemy cast on, due to too much light exposure which may cause pain to some.
6.Sniper kit.
A +Stealth, +Speed, +Aim and +Defence toggle power, this allows you to open a fight safely. However, has a major drawback. A large -res penalty, allowing attacks that hit to do triple damage. Also has moderate endurance cost.
7.Disruption Pulse
The user uses a summons a sonic amplifier device onto a targeted location. The sonic amplifier has a pulsing hold, and does moderate DoT. By overwhelming the opponents brains, it can hold them, unable to attack or move.
8.Hologram
The user throws a device to a targeted location which creates the illusion of immidiate peril/danger, and puts the opponent into an auto-hit fear. However, if attacked, there is a chance that the opponent will realiset that this is just an illusion, and recover from the fear. Also, in this power there is a chance of confusion, as the opponent may see an ally as something else, and attack them out of fear.
9.Combat Robot
The user summons a humanoid shapped battle robot. The robot starts off with 3 attacks. One ranged laser blast, a Single target punch attack, and a PBAoE attack. However, when it is reduced to a fith of it's health it upgrades, and summons a battle suit which it enters. It then has a ranged missile AoE attack, one melee attack, a ranged laser, and has access to use the brain lock device. However, when in this state, he cannot be healed, and detonates after 2 mins, dealing superior damage in a PBAoE radius. You can see when it is about to explode, as it glows red, and starts to deal more damage with attacks.
Ok, thats a rough idea in my head atm, any criticism, changes you'd reccomend, matching secondaries, or other completely random powersets, or maybe some new ATs?

I really like this idea, its like an upgraded caltrops, only way cooler. It would be even better if there was another power to put an electric collar on villians that would, in conjunction with the Electric Fence, cause way more damage, or lower their resistance to imobilizes, holds, and knockdowns.

i was thinkin a while back...
what about more shape-shifter based Epic ATs for the villains? more power while shapeshifted and less while not. primary: shapeshifting
1: Wolf form. Grants very little defense, but a small bonus to all recharge rates, and a small bonus to all damage. comes with 2 attacks.
2: Thicker fur. increases HP for a while
3: Howl. Deals minor damage at a distance. in more powerful modes, this attack may cause fear in the opponate (sp?)
4: Claws. Provides an additional attack for all forms, also able to use while in human mode.
5: Albatross. shapeshifts into a giant bird. comes with one ranged attack (screech) one melee attack, and an albatross's eggs could help allys feeling weak. reduces hit points. some attacks have a small chance to cause fear.
6: Call of the wild. Calls several animal allies of the same mode u r shifted in. cannot be used in human mode.
7: Hibernate. cannot be used in human mode. hibernates and regenserates quickly unti u r rdy to come out of ur shell and fight u coward.
8: bear form. grants moderate resistance and moderates defense against all attacks (except psionic). also grants two melee powers (swipe and bite) and a taunt. all attacks now have a moderate chance to cause fear. bear mode moves slowly.
9: Leopard form. while fighting as a leopard, u gain medium defense to all attacks and a great resistance to psionics. comes with two melee attacks (swip and bite) and increased recovery. leopard form moves very swiftly, and may cause some foes off-guard, causing fear.
Secondary: shapeshifting details
1: fur. this power increases resistance to smashing and lethal damage. this power is always on and affects all forms except albatross.
2: Keen eyesight. increases accuracy and perception.
3: Animal instincts. affects all forms. animals have instincts, one of which is to always keep ur wits about. grants resistance to holds, disorients, fear, confuse, imoobilzation. very low end cost and is a toggle
4: Color warning. animals know that certain colors reveal their preys toxicity. this power grants good resistance to toxic damage, and resistance against hold effects. this is a click power that affects a period of time.
5: stalking. this power only affects wolf and leopard form. these animals have the ability to sneak up on their prey.
6: pack mentality. this toggle power increases ur teams abilities to coordinate, by giving scrappers and blasters better defense, defenders and controllers better hold protection, and tankers better damage. this power may only be used in albatross and wolf mode.
7: toxic claws. after activating this power, all ur attacks for a while will cause a little extara toxic damage on the side.
8: Leaping crush. this power may only be used in leopard, bear and wolf mode. u leap through the air to target enemy, causing superior smashing/ lethal damage to a foe and all foes around him. this power may cause some targets to be disorientd.
9: Cubs. u summon ur cubs to learn how to fight. cubs will move and follow u wwhen there is no enemy around, but when one shows up they freeze in place. the closer the fight is to ur cubs, the more panicky u r, thus increasing ur defense and accuracy exponentially. if a enemy manages to hit one of ur cubs, the cub will be destroyed, leaving u devastated and devoid of most health and all of ur endurance. after a while observing battle, ur cubs will become adult pets and will follow u. they will have the same powers u have in the animal form u summoned them in. cubs will not follow u out of zones.
this is trippy, no?

Because I know someone asked for it:
Gun Fu (Blaster Primary Set): This set uses a pair of large, semi-automatic pistols in conjunction with some fancy footwork. Most attacks in this set have a bonus to accuracy and slow the attack rate of your targets.
1) Crack Shot: A quick shot from one of your pistols. Does minor damage, but recharges quickly. Animation alternates between the two like brawl does.
2) Double Shot: A slower, but more powerful attack where you fire both pistols at a foe.
3) Suppressing Fire: Fires both pistols in rapid succession in a cone in front of you. Deals DoT.
4) Fear the Trigger-man: You hold up your pistols and give your enemies a low chuckle, telling them you mean business. This attack causes no damage, but creates fear in a radius around you.
5) Aim: Basic power that many blaster sets have. No changes.
6) The Silencer: Taking one of your pistols, you pull a silencer out of your costume, snap it on and aim down your arm, squeezing off a single shot. A sniper attack. Like other sniper attacks, can be interrupted, but does a lot of damage.
7) Twin Magnums: Gripping both pistols, you leap up onto your opponent and empty both pistols into them. This attack stuns the victim until its completion because of its surprising and reckless nature. At the end, you flip back down and the target is knocked down. Enemies in a short, narrow cone behind also take damage, but are not knocked down. Deals DoT.
8) Dance For Me: Fires your crossed pistols in a broad arc, stunning opponents and filling them with lead. Deals DoT.
9) Two Smoking Barrels: You leap up and spin in place while emptying both of your pistols into enemies around you. This attack deals massive damage from vital hits to the surrounding enemies, in spite of the attack's apparent recklessness. As you drop from the spin and let your clips drop from your guns, the enemies are also knocked back and stunned. This attack takes its toll, taking your endurance and leaving you unable to recover any for some time.

Ok, here's an idea for an epic AT, not though of a name, thinking of calling it a Elemental atm. When not in any element, your attacks deal S/L damage. Elements will be explained with secondaries ;) Note, only one element toggle allowed up at a time.
Inherent:
1:Fly
8.Hover
10.TP
14.Recall friend
Primary: Mystic Blast
1:Blast Scroll
Summons a scroll that attacks your target three times with blasts of your current, then disappears.
2:Large Scroll
Summons a scroll that attacks your target and the two targets next to him once each, dealing damage of your current element.
3:Summon Spiders
Summons 4 underling spiders that deal minor DoT damage of your current element. As with all pets, you cannot stack multiple castings.
4:Muscle Form
Caster suddenly starts to bulge with muscle, and gains Four basic melee attacks, depending on element. Has moderate damage resistance, and moderate damage, but has a large weakness to psyonics, and cannot use any powers other than the four melee attacks.
5:Sniper scroll
Summons a specialised scroll that can use its magicks from afar. It deals superior damage of the current users element.
6:Possesion scroll
Uses the magicks of a scroll to take control of a foe, and use him as a pet. You do gain exp for this, although there is a 10% chance he will attack you or an ally
7:Portal Scroll
One of the main powers of the set. This uses the scroll as a portal to a parralel dimension, and summons demons from it. However, they are automatically killed after taking two hits, and deal little damage. They do, however, take on the form, and name, of the caster, proving to be able to hide him (Though not as stealth would). The portal spawns one of these every 3 seconds, untill it is destroyed. Can have maximum of 12 demons at once.
8.Mystic form
A more defenderish form, this gets access to the following buffs, weaker than normal though: Speed boost, deflection shield, insulation shield, and also healing aura and heal other. This also has access to only two attacks, scaled down versions of blast scroll and large scroll.
9.Obliterating scroll
This channels all the users energy into making a large explosion at a targeted location. This can be cast without Line of Sight, and causes the user to be disorientated, and loose half of their current health and all their endurance. Does extreme damage.
Secondary:
1.Metal armour
This toggle raises the damage of all attacks slightly, and makes the damage S/L. Also grants some Smash/Lethal resistance. Changes element to Metal.
2:Fire armour
Changes element to fire. All attacks do fire damage, and damage is raised from base. Grants some fire resistance.
2:Energy Armour
Changes element to energy. All attacks do energy damage, and damage is raised from base. Grants some energy resistance.
2:Dark armour
Changes element to neg energy, etc etc
2:Ice armour
Changes element to Ice, etc etc
3.Health Aura.
A PBAoE heal, which also provices a +Regen component. Comes in the style of whatever element you are in, but element does not affect anything else.
4:Mystic Cloack
PBAoE invisibility toggle. Also grants small amount of defence to all affected. After leaving the PBAoE area, you will keep some minor stealth for 2 minites.
5:Summon Guardian
Summons a guardian spirit. Heals teamates/pets in danger, and sometimes casts completely random buffs. Occasionally fires out ranged attacks.
6:Give gift
In a PBAoE, gives every ally near you a temporary fly/teleport ability they can control. Fly is slightly faster than base, but drains more end, and teleport has slightly reduced range, but costs same end per jump.
7:Imprisonment
Summons a scroll that can hold all enemies near a targeted location. Does not deal any damage.
8:Meditate
Grants the user greatly improved end recovery, health regen, damage and resistance buffs for a short time. However, it has a long, interruptable animation time, and should not be used in combat. After it wears off, the user suffers no penalties, although it has a very long recharge.
9:Summon 'beast'
Allows the user to summon a large beast, resembling the caster, except much larger, and more muscular appearing. Has 1 melee and 1 ranged attack, and one PBAoE attack based on element at time of casting, but they recharge very fast. Beast has large resistances, and build in 'gauntlet' ability. However, the beast has a 4 minite duration and a 10 minite recharge, so would be more useful to keep for hard fights.
There, just an outline. Thoughts anyone? Did I miss an element out or anything?

another idea, could be the sister AT to shapeshifter..
Robo battle suit!!
1: Robo scout. this scout is placed in an area and as long as u have it targeted, u may shoot any target it sees regardless to whether or not it is in ur line of sight. when u have it targeted and u press "tab" it instead targets enemys as tho u could see it thru the scout's eyes.
2: Primary beam. fires a laser at one enemy. fast recharge, high damage, high end cost, oone of the only attacks this set has to offer
3: EMP. this attack can disorient all foes in the affected area, plus it kills all mechanical foes one shot BAM! theyre dead.
4: metal skin. this power is always on and costs no endurance. being a robot has greatly increased ur resistance to smashing, lethal, fire, cand cold damage.
5: upgraded. This battle suit comes with 2 different lasers, as well as primary laser if u selected that power. it also has a laser sword that can do a simple melee, plus a melee arc. upgraded robot masy fly.
6: Cloaking device. no further explination needed.
7: 'Port tag. u place this at a location, and when u select this power again, it will teleport u to that location. useful for trapping enemys, or place it in fron of a mission if u fear that u may die several times and do not feel like trekking the zone again.
8: Fully upgraded. Increases ur resistance to all except psionic. increases recharge rate and damage, but also increases the amount of endurance certain powers may take. this power is always on and costs no enurance.
9: metalmind. U have uploaded ur mind into the machine. psionic damage nmo longer hurts u. increases ur perception. u may be better able to control ur robot body now, and many of ur powers will take less time to recharge and less endurance cost. this power is always on.
secondary: robo battle tactics
1: Basic robo suit. this toggle may not be used with upgraded. this simple robot has basic resistance, two long ranged attacks, and hovers.
2: keen sight. increases ur accuracy and perception.
3: Robot armor. this power will negate any robot battle suit u r wearing, and u may not activate any more for the duration of this power. u become so shielded that no creature can hurt u, but u r so heavy with armor that u may not attack. this power lasts for 45 seconds.
4: Spiderbot. this mechanized buddy will crawl all over u. making repairs to ur battle suit as it gets damaged. this increases ur resistance and Regen. u may have up to 3 spider bots at one time, but they are heavy and may slow u. enemys can target and destroy spiderbots, and as they r not as smart or stealthy as u, they will draw attention to themselves from farther range. spiderbots will stay with u until they die, u die, or u zone.
5: mini-turret. this 4 legged gun will follow u and shoot at ur target. very low damage in a cone, but u may have up to 3 at any given time. these creatures are not smart, and may charge into battle the second they spot an enemy. they will stay with u until u zone, they die, or u die.
6: Electric Field. this cone attack will immobiolize everything in it's range, and deal moderate DoT. when u have upgraded activated, this will not immobilize but it will deal more damage.
7: Sentinal. this sentinal will rush into battle and fight with all it's might. u may have up to three, these do little damage, and have only one melee and one melee cone attack. like other mini-pets of this set.
8: time bomb. after 15 sec, this will explode dealing superior damage to everything in range.
9: suicide bomb. one of ur robo mini-pets explodes, dealing superior damage to all foes around it.
also, clearin up misconceptions, if u think this is virtually a powerful MM, no. these pets do very little damage and will die after 1 or 2 hits

Elasticity.
I think it would work best as a 3nd pool power like Super Speed that way all types can enjoy it but it would be a fantastic(No pun intended) Scraper set.
Stretching Strike- Lets you hit multiple foes with an elongated strike. A 3 stooges like slap or a right hook.
Elastic- You Elastic ability allows you to better dodge incoming attacks. A stretched dodge like Dr.Reed or The Mask.
Bound-You use your Elasticity to move great distances. Take giant steeps,bounce or go flat and glide .
Ensnare- Lets you use your body to trap your foes. You stretch out and surround a group of criminals.
