Redwillow Ruins quest.
Chest location. Inside he sub-area behind the Gargoyle encounter.
examine the chest to read. A strong chest that probly contains treasure, but beware it looks as if it could be trapped.
yes it is, very much trapped with those spinning bladed spike things. no named in the cave, no key to find, chest can't be picked.
contacting a GM to see if its supposed to be that way or if its bugged.

Its been like that since beta. Not possible to open it either.
All chest has that description by the way. When you examine it it tells you if its locked or not too. If it requires a certain key, it tells you which key you need. Same with locked doors.

From everything I read on the official forums about it, it is bugged, and they don't seem to be planning on doing anything about it yet.

I spoke to a second tier GM about this quest. He said he notified the dev's about the situation and would have the matter rectified as soon as possible.
Translation: Get over it, We're lazy. It will get fixed and changed to a fake chest with no good loot to be gained.
Also I questioned him about the initial chest opener being highest level versus highest charisma. and he responded...
Chests choose random loot from a random table that is selected based on the level of the person looking in the chest versus the level of the chest which is derived from the level of the quest.
The level of difficulty only modifies the random loot by a marginal percentage. The best thing you can use is "Rabbits foot, horse shoe, and the occasional four leaf clover..."

The dev's on the official forums have stated a few times that the chest reward is random.
