Is he a newb or a noob?
If he's been playing single player games for most of his life and this is his first venture into Multi-player games than I'd say newb and his question one that's very legitimate.
I mean, come on. About 90% of all the single player RPGs and other single player games I've played over the years had cheats built in. Buffs, immortality, level-skips, you name it. All built in for your convenience by the developpers. Think of the Bioware or Bethesda games for instance, they ended up with toolsets to create your own modules. Of course you could and most people would cheat with those. Just about every FPS had some kind of key-combo for immortality or to skip that bloody annoying level you just can't get passed.
So, given the lack of background information on where this kid's coming from I find it rather (pre-)judgemental to question his intelligence and/or call him a noob.

All true Lani, can't mess with that.
But, regardless, what you see is referring to him being unaware about cheating being against the rules.
Let's put it this way, I can not imagine anyone completely failing to see the difference between typing somestuff in your local chat or where ever in a game triggering a cheat or download some external program that works in conjunction with a game to manipulate it mostly by poking and NOP'ing memory addresses in one's RAM.
Anyone that encounters such things should be hinted to the fact it may not as legit as cheats built in to a game.

Hey, I'm not saying the kid's a rocket scientist either. :-)
I mean, too me it seems rather obvious that cheating in any given multi-player, be it hot-seating on the pc or online is against the rules, of Fair Play at the least.
But I've been brought up with the concept of fairness and it's subset fair play. It's not as inherently obvious to everyone that an online multiplayer game by default requires a level playing field, so no cheating.
But consider this, there's a lot of sites offering walktrhoughs, trainers, cheats, codes and what not for just about every recent game out there. If you're not very aware of the whole MMOG scene, the legitimate sites (for single-player games) are not that distinguishable from not-so-legitimate sites offering means to cheat at mmog's.
At least the kid asked about it, so he does show he has some moral consideration.

Technically he shouldn't have to question whether or not its against the rules. This game and every other online MMO has an EULA you must adhere to. Just because you lied and said you read it, doesnt mean you really did. :P

Well, even if you read it, reading and understanding isn't the same thing. Granted, you "accept" that you've read and understood it, but how many people really understand an EULA?
I've read more EULA's than any human being should in recent weeks and they're awfully convoluted.
They're also pretty much the same. It looks like every developping company just copy-pastes one of an existing game, changes some names and maybe the order of the paragraphs. About eight out of ten EULA's for MMOGs (even ones with fully downloadable clients) have whole paragraphs on copy protection of the CD. We're talking about games whose clients are on DVDs of game magazines with a 7 or 14 day free trial-key attached.
Companies pretend EULA's have the binding force of contracts, no law be it corporate or civic, acknowledges them as such though. So the world of EULA's is really very murky. I honestly can't blame anyone for being confused about what you can't or can't do after accepting an EULA.

Nice. Anywho, cheating is cheating. Cheating= Unfair way of getting good items/Gold/etc.
Seems simple enough.
My account was hacked about 2 months ago. So I had to start over from scratch. Here's the stats:

Ouch. Looks like he got banned over asking that question.
Even if the kid isn't overly bright, I find that rather harsh.
I also don't like Bit-tech's policy of putting things like banned under someone's each and every post.
Now that guy on the bottom of page one, I can understand them not wanting on the site, but 'strongbone' should've gotten the benefit of the doubt.

I have to agree with you there, but I can not imagine it's because of the question, after all he asked and didn't even hint to that he actually already did use cheats.
My best guess is he got banned for posting the link the mods removed which, still, seems rather harsh to me indeed.

Looking at the rest of the details I notice those two posts got modded within minutes of each other, strongbone's first then banzaroo's who was plugging his own cheat site.
So the moderator did some IP checking. So, it's quite possible strongbone was an alias for banzaroo, or was just a victim of circumstance (mod being annoyed by banzaroo's blatancy) and dropping the hammer on them both.

Cheating in single player games = ok in my book. Cheating in multiplayer games = uncool. However, there's a level of cheating that is acceptable imo such as finding a way to power level quickly and utilizing it. Or if you find a good way to make money. But cheats that specifically exploit the system so you are better than someone else is not cool :P

All in all I think it is a fair question. Most games do have to way to cheat at them. Just look at things like the Game Genie.
In my mind, the reason we don't cheat at Guild Wars is because we know that it would screw up the community as a whole. Someone not familiar with this kind of game may not know about this, specially if they were coming from console games like the Nintendo and Playstation.
