No wonder there are delays.
Read this excerpt from NCSOFT:

I am a North American customer and I received my Guild Wars Factions™ Collector’s Edition. Why does it seem to have European materials inside?
Answer
We’re happy to hear you chose to purchase the Guild Wars Factions™ Collector’s Edition. The reason that some of the materials you received inside the box have references to the European product is because all of the Collector’s Edition boxes were manufactured there. For example, you may see references to the Pan-European Game Information rating of 12+, but do be aware that the ESRB North American rating was that of T for Teen. Additionally, the product may reference the European Guild Wars website at EU.GUILDWARS.COM, you need only click the top navigational link for North America: English or visit http://www.guildwars.com/ for the North American website. Finally, be aware that the “Collectible Guild Wars Factions™ Game Activation Card” is European product specific, and as a North American customer your Guild Wars Factions Access Key will be located on the enclosed Guild Wars Factions Access Key Card security envelope. To reveal your access key, simply fold the perforated edges and carefully tear them away to open the envelope. Your access key is printed inside.

| June 30th delayed until July 5th for CE? |

Basically EB Games has CE available for shipment on July 5th. I called EB Games and they still don't have the information and I pre-ordered there.
According to guildwars.com they should be in next week but that sounds like it will be AFTER the festival:
