anyone know what it will be will it be low (10-30) like on Guildwars and D&D Online. mid (40-70) like on WoW. or high (80-100) like Diablo. any ideas on this

I dunno but things are going to be quite different in Warhammer online then in other MMO's

Leveling
Warhammer Online is more-so skill based then level based. What this means is that in Warhammer Online you’re ability to cast spells will be attributed to how often or how well you cast spells, unlike other games where you’ll have to reach a quota of xp (as in leveling) to obtain stronger spells.
There is a means of “leveling” but it has more to do with your title then anything. Mythic has implemented a system of “fame” (or infamy) that gives your character a good or bad reputation when achieving certain goals. While there is a correlation between your skill as a caster or fighter and your fame it isn’t nearly as cut and dry as other games. You may gain a lot of fame from killing a dragon though you may not be strong enough to do it yet or you may gain infamy for killing another player and it really didn’t take that much effort.

im hoping that it will take abit of time to level so people dont rush into PvP before they know what they are doing. but then again i hope that it will be faster to level off quests rather than grinding.

this means is like ultima online , that gives you 700 skill points with a list of skills you can 'train' giving you special moves once you reach 100 or the grandmaster?. if so this means that they will add whats call in uo 'powerscrolls' to boost the cap of 100 in a skill to 105 , 110 , 115 and the highest 120?
