When starting a guild. Be willing to accept everyone. Sure it would be great to get some expereicned players, but everyone is a newbie in one way or form, or once was.

Here are some guides on guilds and being a leader. You could start by reading them.
Being a strong group leader by Nogame
Creating and Upkeeping a Guild by SBD
Recruiting for your Guild by Nihil Zarathustra

My only piece of advice woudl be to really know the people going into it. If you have alot of people that you play with, then consider that your core base for your guild.
and...
Dont spam districts looking for members. Seriously, really get to know people before inviting them, and make sure you have the same philosophy on the game, and whether you want to be active for PVE or PVP or GVG or whatever..
and...
Make sure you help your guildies when needed, and they are the type of people to help you.
My guild is tight. we have only a few members, we all know each other, help out, and its great. We know what to expect from each other.

Never EVER try to attract new members with items or free runs.
Also when you get a new guildie who demands right off the bat help and never helps back or offers anything for the guild. kick him because a leacher is bad for a guild. And when you have Noobies in the guild never run them through the game because they miss out on skills and never learn how to use there charaters right.
While recruiting be carful when you recruit some one who is a know-it-all and thinks he's jesus because they are always the first to ware down guild mates nerves and start an arguement.
Don't recruit people who are looking for a guild and says they need help because they will probably use your guild and leave.
When your getting ready for pvp get together and hold one on one,two on two, etc. matches in your guild to learn to work together better. (seems to have helped my guild out alot)

My only advice would be to not rush to invite people. The good ones will come eventually.
