You get it after doing the last primary quest for either the Kurzicks or Luxons.

It's a mission, so I guess you have to get to the town, look on the Cantha map for a lil help

man i never get +cred for helping...
to get there you need to join a faction (Kurzicks or Luxon) then finish the Befriending the (Luxon/Kurzicks) by getting 10k faction then continue on with the quests and missions.

Although it is next to the first or early area of Cantha, it doesn't fit into the story until the very end. It is the 2nd to last Mission of the game.
The next place after Kaineng you need to goto is Vizunah Sq.

You got a Thank you... and if this person is new or low level, he/she can't even give you credit. I've given you 5. But don't moan because you don't receive it, if I got credit for everytime I helped someone I'd have about 10x what I have now. It's no big deal. :D

well actually after unwaking waters theres 2 missions. theres raisu palace and imperial sanctum. and yeh i do remember it was fun
