I would have to say, Ice/Eng Build. Ice has good slowing abilities and the Energy secondary has good strong Melee attacks.
I would also suggest taking Combat Jumping and Acrobatics from the Leaping Pool.
I'm sure there are others here that have some other builds that are effective, but I have seen this build in action. It held up nicely.

Electricity would also do well in PvP, because you can basically become a Sapper. Slot a couple End Mods in each attack, and those stalkers/brutes won't have any shields up or endurance to attack with. Short Circuit and Ball Lightning are great for this.
Just my opinion, feel free to disregard....:)

Basically anything /energy is golden, get into melee, Total focus, bone smasher, then do your high dmg, short range attack. It'll take care of most things. Archery and Assault rifle are under performers in PvP, due to the type of damage they do is highly resisted(Lethal). Also on a sidenot, End drain is a quarter as effective in PvP as compared to PvE.

I knew that, really! :-P
However, I was able to drain a Stalker with my Kin/Dark, using a fast combination of Transfusion and Transference. I actually made his toggles drop, and had him very slowed, so he couldn't fire em up fast enough to avoid mad damage from my Siphon Power/Fulcrum Shifted Moonbeam. Took over 3/4 of his HP from him, and nearly killed his accuracy. He ran, but not fast or far enough, cuz I super sped after him and kept the end drain going while I hit him with Night Fall until he was dead. He was shocked that a DEFENDER could survive his AS, let alone go on to take him out. He wanted to know my build, but I'm not telling!

Hence why, if I ever get CoV, I will have Quickness, Sprint, SJ, SS, Swift, Hurdle, Combat Jumping and Elude slotted for speed. Should be perfect for a getaway.
But, back to my opinion! Energy/Energy seems to be really good, since the En primary is knockback and that will really REALLY help a blaster. Second, because Nova, Sniper Blast, Power Burst, Total Focus and Bone Smasher do Phenomenal amounts of damage, and even Energy Punch is not bad for dmg when slotted right.

I highly recomend ice/energy. Being able to inflict status effects on other players, wether you are holding or just slowing them is awesome.
Energy has so many useful powers for PvP. Bone smasher, total focus... great great energy damage. Plus, you get power boost which greatly enhances the secondary effects of your powers.... which goes great with ice!

use ar/dev and set your blaster up for sniping at extreme range. this has worked extremely well for me.
the benifit of the assult rifle is that the shot will not give away your location.
See building a sniper in the blaster forum where i talked about this.

What about defending agenst debuffs and mez holds . like Dark/Dark?
is geting Weave and Acro to avoiced the debuffs Better then
Geting Tactics With Build+Aim to try to keep your acc high enough to still hit?
What is better what is more effective?
