meteor at level 12 fire magic does 91 damage

now some one tell me why anyone in there right mind would use dragon stomp when there is a cheeper and more powerful virsion out there? just curious.

Because they are playing Earth and not Fire.
Fire is essentially just balls out damage and the other 3 skill lines for Ele's are not intended to come close to that. The reason to use Dragon Stomp is the reason to use Meteor, it's because you are playing your element for all the spells it has to offer. A well rounded Earth Ele has the armor buffs, AoE debuffs, spam damage and now a nice damage spike as well.
When you start to compare skills across attribute lines you start to get into murky water. It's like the old Hundred Blades vs. Cyclone Axe debate... yes Cyclone Axe is technically the better of the two (and non-elite to boot) but Cyclone Axe is worthless if you are a sword Warrior.
Based soley on the technical figures you will not find an Earth spell that will deal more damage for the energy than a similar Fire spell but, as I said, damage is what Fire does best. A skill like Dragon Stomp is just part of the inevitable 'blurring of the lines' that will begin to occur for all the Core classes as the Devs struggle to innovate new skills/spells while trying to stay within the stated purpose of a Skill line.
