Elites are elite skills, which are stronger then ordinary skills. You can only have one elite skill in your skill bar at a time.

No, Elite refers to a type of skill.
There are many skills in the game, but there are 2 main types.
Normal skills, which are skills you can buy from the Skill Trainer, can be used with each other.
Elite Skills, which you have to use a Skill Capture Signet on a dead boss to get, cannot be used with another elite skill. But Elite skills are usually very powerful. Sometimes Elite skills will be an improved version of a normal skill. Elite Skills can be identified by the gold border around the icon.

were do i get capture skill signet? and can only one person get it at a time?

You get Skill Capture Signets from any skill trainer. And there is no limit to how many people can capture a skill from a boss.

You get Skill Capture Signets from any skill trainer. And there is no limit to how many people can capture a skill from a boss. |
You can't get Signets of Capture from any skill trainer before Lion's Arch/Kaineng Center, and in Lion's Arch you first have to do a quest set before you can buy more.
But other than that, you just kill the boss, use the signet, select the skill, and the signey permanently becomes the skill. You can buy more than one Signet of Capture at a time and can have as many on your skill bar at one time as you desire.
