two points to discuss in this post:
1. NON-TRAVEL POWER POOLS: right now i have TP/recall friend and my tank is 100% team protection and you trying to take aggro off of me right now is harder than getting a fat kid to eat celery.
what power pools would make me an even better protector of squishies?
how good is presence? seems like i'd rather go another direction because my taunt and chilling embrace are great right now.
concealment? i was thinking about picking up grant invis. comments?
medicine? probably not because of them being interruptable.
leadership? do tanks get that great of a bonus? and i don't really want another toggle to add to my 4 right now.
2. power pools for added toughness:
fighting? should i maybe dip into here to get tough and weave?
leaping? should i take CJ? i have sprint and not hurdle, so this would also give me a greater leaping ability with more defense.
flight? take hover? i dont really need it with my TP right now, but could i just keep it on during battle and TP around the room instead of running? does hover and CJ stack?
speed? is hasten worth while for tanks? this is a more down the road question being i have 2 attacks right now.

Well, let's see...
Tanks get the most benefit from the Fighting Pool's Tough (+ Dam Res) and Weave (+ Def).
Leadership - Tanks (& Scraps) get the least benefit out of these powers. The +Perception of Tactics might be nice if you intend to PvP.
Presence Pool's taunts are not as good as standard Tanker taunts. Your Taunt + Chilling Embrace + Gauntlet probably cannot be improved upon too much.
Concealment - Why would you want the bad guys to not see you? Of course, Stealth offers slight Def bonus, but not enough to worry about. Grant Invis might be nice.
Speed - Maybe Hasten to decrease recharge on your taunts and attacks?
Flight - Hover is nice if you intend to stay in one place and fight, But as a Tank I would think you would want to maintain maneuverability. You can slot Hover to make it faster and I have heard of tanks doing this. Never slotted hover myself.
Not sure about hover and CJ stacking. I think activating one cancels the other, but I'm not sure.

presense: if your taunt and AoEs are fine, dont waste the power slot
concealment: not nesecary if you hold aggro like you say, and is useless once they attack except for tiny defense bonus
medicine is also not good for a tank. concentrate on aggro, and the healer will heal others
leadership: will just drain needed end from you. tanks are tough, and dont ned a tiny defense bonus
Fighting: IMO, fighting poolm is worthless. you have much better attacks in you power sets, and i believe the set has been nerfed to hell
Leaping: might be a good idea. costs little end, not a bad bonus, can b slotted, and adds to movement curve
Flight: i would say no. if you have enemies on the run and hover going, you will never catch them, andthe squishys will die. as for stack, probably
Speed: hasten might be worth it. it depends on what teh recharge speed is, but with all the AoEs ice tanks get, it shouldnt be a big deal. if you do get hasten, prepare to 6 slot it so it is affective all the time. it wont perma, but itll come close. my down time wt lvl 40 SO on a lvl 40 scrapper is around 30 seconds

wow lets see if i can counter that.
i have swift, health and stamina from fitness.
concealment was a thought just for grant invisibility to help give my team a DEF+ (me being the completely selfless tank that i am)
fighting: any other comments about tough and weave?
flight: i was only thinking of getting hover purely for the def+ i would get. any runners i can grab with taunt usually or i let them run and allow a blaster to finish them off. also for movements purposes, i could just TP around the room. this was just an idea and wanted an opinion.
leaping: i'm considering getting CJ. i'd rather get it over hurdle because you jump higher and get the DEF+.

combat jumping is definetly a good idea, much better than hover, and its more useful in mishes. im pretty sure tough and weave used to be really good, but i think they were nerfed around issue 5 or 6. not sure if they do anything anymore

Since the Fighting Pool actually offers very little help now, I would suggest looking at your attacks. Since Tanks can slot Taunt Enhancements into their attacks this would seem like a logical approach.
Seeing you are also an Ice Tank I would highly suggest Ice Patch. This would be your ultimate argo control as a Tank. Chilling Embrace will keep their attention on you. Ice Patch will keep them from attacking. It's a great defensive power to the team and to you.

ice patch was without question my next power at 22.
as far as slotting taunts in my attacks, i have zero problem with guys running away from me once i attack them because of chilling embrace. as soon as i see the cold chill around a villains waist, i know they will ignore whoever they are fighting and turn towards me. it works on EVERYONE. IMO, it has the best taunt AoE out of the 4 primary sets.
even if i'm standing in a crowd of people, i can run completely away from all of them and just about every one of them will follow me. if a bad guy runs thru my CE to get to a squishy, he stops and comes back towards me.
i was planning on getting ice patch at 22, frost (cone AoE) at 24, greater ice sword at either 26 or 28 whenever it becomes available and build-up in 26 or 28.

Interesting question,
Fitness: get it and love it
Leadership: great for squishies, for tanks it just eats up a power slot that you can put something more essentail.
Concealment: Tanks need to be seen, to be effective. so this is mostly a squishy power set
Teleport: Tp foe is great in pvp. and teleport is a must for stone tanks, to help them get around.
Flight: My fav travel power for invul tanks. I usually ignore hover and go for air superiority. Its a great little attack that can drop flyers out of the sky.
Speed: hasten is great for having your buttons come up faster, plus it has the benefit of negating the slow power effects on your buttons.
leaping: If your power sets dont include a toggle that negates disorient,holds, ect(rooted, unyielding, ect) than you need this power pool. combat jumping is good to start with, and acrobatics fills in that missing gap in your defenses. Ive seen many a fire tank swear by this power.
Medicine: leave that to the healers

As an Ice tank I'd recomend getting:
Hasten - so that you can recharge that hoarfrost power much faster for all those extra HP you need.
Fighting - Ice is not as strong as others in damage resistance (but ice is better in other areas, don't get me wrong), so getting tough is huge. Weave is a good idea too, an extra 7% defence doesn't hurt any tank.
Leaping - Gotta have a travel power, might as well get CJ, it gives you 2.5% defence unslotted, better than nothing (hover is so slow.....).
Fitness - Stamina..... can't beat it, unless you're a regen scrapper.
When it comes to protecting the team, ice is supperior to the other builds in it's ability to hold aggro. That spikey ice shard power and the ice slow toggle you get works awesome, and if you have taunt on top of it all there is no need to look to the pool powers to protect the team. You just wanna look to them to protect yo' self betta.

On my Tank I have the following Powers from Power Pools -
Flight: Fly and Air Superiority.
Fitness: Swift, Health, Stamina.
Speed: Hasten.
Medicine: Aid Other, Aid Self.
Reasons -
Flight: Needed to get around the Shadow Shard more easily, the jump points aren't always reliable.
Fitness: Self explanitory
Speed: I wanted the speed boost to my attacks for PvP.
Medicine: I'm healing myself more then anything else with Aid Self and have it 6 slotted - 3 Heals, 3 Decrease Interupts, works pretty damn well.
You wanted to get concealment for the hide the others, you don't need to hide your team if you're a good Tank. Leaping is a good pool, Combat Jumping is pretty damn effective and once I got ride of it... I kind of finally realized how important it was. Plus SJ is a fast Travel Power. My Tank brother has Presence and it is pretty good in PvP, it actually had me terrorized quite a bit... so if you'd like to scare your enemies in place, then pick it up. Fighting Power Pool, not even worth it for Tanks. Uh... I can't think anymore.
