Certainly, go to Lions arch, talk to the skill guy, he'll give you passage to Kaiengcentre, there walk south to the Marketplace, take one exit to the harbor, there lies a boat to carry you to the island :)
Note; there aren't any quests for Tirians there, so there is little to do exept exploring and helping friends and such :)

You can do the Minister Cho's Estate and Zen Daijung missions as a Tyrian player. Its an easy walk to Cho's from Shing Jea Monestary, and a more difficult run from Seitung Harbor to Zen Daijun.
