I was doing the "rob the steel canyon bank" mayhem mission and noticed that after i got done beatin' down an underboss and his cronies i got a key. then i noticed that the mission didnt pop up on the navigation like it should. I went to the closest doors and no luck. I then went to another Underboss and defeated him and the minions. I got a key and the mission popped up on nav. it happened to be an arson mission (very cool). the timer ran out after i set the fire. i did a few more paper missions and got the same mayhem mission. i went and defeated the underboss that gave me a mission 1st after doin the bank thing. did that and finished that mission. went to the one that didnt give me a mission and the same thing happened, no mission. he was located at -4395.7 0.0 1761.8. i thought the first time you may have needed 2 keys to open a mission but i dismissed it after the 2nd go around.
I wanted to know if anyone (such an enlightened group) has ever had this happen or is there a reason it doesnt show up before i report it as a bug.

ahh I was mistified as well..
That is for the Jail Break.. In the Jail there is a villain you can break out and bring with you..
Next time this happens open your clues you should have a wanted poster in there.. Im pretty sure you get 6 minutes for busting him/her out..
The bad thing is they will attack everything on the way to the bank hehe.. cars parking meters etc...
