From what I've seen late afternoons and evenings are the best time to catch someone. People w/ the power are Bigspeer, Firespray, Phase, Rainah, and um.....
Your best bet is to join the gameamp.com global channel and ask if anyone has seen an officer for the SG. You may have to ask a couple of times as they all tend to be pretty active, and if they are in a fight at the time the chat doesn't get noticed as quickly.
