You cap it right outside of waijuun Bazaar. Just take the left path when you go through the portal and follow it until you see a group of jade brotherhoods. The boss will be right there.

The boss' name is Lian, Dragon's Petal. She's in Wajjun Bazaar. Goes south from the marketplace and turn west before the docks. It's thereabout.

IMO double dragon is the best elite for a pure damage dealing fire ele. add this to fireball, meteor and a burning skill and uve got a 3 hit death on many other chars.

It's in Boreas Seabed from Aurora (the second group you fight in the Arena area at the start)
