First I got the "Attack Council near The Pit", then I got "Blow up Council generators" While doing the 2nd one, I hit 25, now he won't give me any more mis.
Based on that, I'd say that the level range is 20-24.

The range is 20-24. Also like to add that the Destroy Generators mission was bugged for us this weekend. Kind of stopped my VG group from leveling our new toons so we wouldn't outlevel him. The bug comes from the generators moving when you attack them. This is like the mole machines bug that you get from Black Scorpion. At least that was what happened to us sunday night.

Thanks for the heads up! We are actually going back through all the contacts makeing sure we have all the level ranges correct. So hopefully you won't find any more errors when we are done.

After reading this topic I was looking at the level range of The Radio when I noticed the "Introduced By" part. I am not sure about Mr. Bocor because I never had him as a contact but I got The Radio from Mickey The Ear after completing the two mayhem missions.

I've gotten Bocor everytime and he always gives me The Radio when I'm done but you don't have to have Bocor to get it. If you're in the right level range, you'll get it from a broker. Same is true on other contacts. Wheeler comes to mind in Cap.

Agreeing with Fire-Ice.
The way the game was made, if you out-level the first "tier" of contacts offered by a broker, he'll move you on to the second "tier" without making you go to the first one.
The downside of this is that there are contacts that you can be introduced to, but the broker won't introduce you to them. I'm trying to think of one off the top of my head and it's not coming to me, but I believe it was something in Nerva.
