you must complete sunjiang(spelling) dist mission which you cannot do until you have done arborstone and boreas seaboard/bed(dont remeber what it is right now) and you take the quest from the celestial ministray official to go the either the House zu heltzer of Cavalon.

um i think u need to d o some primary quest what u got in ur primary quest i think there is a travel to cavlon quest if i am correct
