its a gold
+12 energy req 10 spwanning power
havs skill recharge of spells (chance:10%)
armor +5 vs ele attacks

honestly, i would have to think it's mercahnt fodder, or low value, most would prefer a diff second mod than an armor one.. couple k at the most would be my guess... let's get a couple more opinions.

I don't think the armour mod is max and the req is quite bad.
I would also merchant it
