Well, there is no perfect toon for PvP, because there is no way to perfectly anticipate what another real player will do or how they will build. That said, any toon that is capable of high, burst damage will likely be more successful. Short animation time is also important, because if a player decides to take you out regardless of your team, you don't want to be locked into a long animation when you need to be hitting a heal or other type of inspiration.
While sword drawing effects are tedious and annoying, both of the sword sets are capable of burst damage. They hit hard and fairly fast. My pick for PvP though, is Martial Arts. It has knockback and stun effects, fairly short animations, and no weapon draw time to slow you down. Also good is Dark Melee, however some of the animations (Shadow Maul) are longer than you would like, the ability to debuff accuracy is great, as well as the other controll effects, namely fear, which isn't very resisted, and force other players to hit their inspirations.
As far as a secondary goes, I like regen because it has two heals, and a toggle mezz protection. It is very easy on your endurance, and makes it so that you can get back to a fight quicker, in the event that you are killed. If you go this route, picking up the Fighting pool for tough will literally save your life, as having tough running will make it easier to survive an assassin strike.
As far as power pools go, I stand by leaping as the best, because Combat Jumping is a nice little touch of defense for a very low endurance cost, and Super Jump gets you the vertical movement you might need, without sacrificing speed like you would with flight. Swift and Hurdle are great combined for a nice little in combat movement speed, however if you had to choose just one, go with swift, because it significantly lessens the effects of slows like caltrops or tar patch, both of which are fairly common in PvP zones, from what I've seen. Also, try to work in TP Foe and Teleport. Teleport is very nice as an "oh crap" power, for when things go bad, just port away, faster than they can keep up with you. TP Foe is also good for when you want to gank that corruptor or get that Mastermind away from his annoying little pets. Finally, the leadership pool is awesome for having Tactics, which really makes a big difference between seeing stalkers and other stealthy foes before they see you.
Hope this helps,
Warron

my dark/dark does fairly well in PvP. warron is right about the acc debuffs, which rock, and the hold you get. also, dark secondary is good because you get cloak of darkness, which is a partial invis, that boosts your vision, so its easier to see stalkers. cloak of fear is a DA power, an AoE fear attack that is pretty accurate once 3 slotted. also oppressive gloom, which disorients baddies within melle range, at the cost of some health, but the health loss is easily offset by the health power. and, your shields give you resistance to EVERY type of damage, including psyonic and end drain effects (sappers).
