Ive gotten a Shield with Req 16 tatics and Illusion magic +1.... 16% chance before...so weird but some of these things may have a hidden value to some players.
i have a gothic defender req. 8 tactic or strenth (can't remember) max and godl with +1 healing 20%. it's friggin awesome i use it as an alt. weapon set on my monk all the time.
that staff is crazy though, it has like 5 different attribute requests.

I've actually been looking for something similar to that, except for domination magic and with -damage(stance) attached to it as well. The idea is to have a Me/W build that's mostly a standard shutdown Domination build for AvA, except with Shield Bash thrown into the mix for dealing with Assassins (as Shield Bash blocks and disables their attack skills, it can put a serious damper on their damage output). So... Yeah, these things are weird, but they DO have some nice hidden value to some of us crazy people :)
I dont have a screenshot but i got a smiting staff with a +1 soul reaping(20% chance) out of a FoW chest a week or so ago.
Might not have as many odd-mods as yours, but come on, Soul Reaping? theres what, maybe 3 soul reaping skills?
Depending on your level in Soul Reaping, you can get more energy when things around you die...it's a passive attribute though. A bit of an oddity, but not altogether undesirable depending on your build.

i cant remember exactly wat the stats were but the wierdest drop i got was a shield (i dont even think it was max)
req x strength and DIVINE FAVOR +1 (xx%)!?
