you don't find them and they dont drop. They are birthday presents when one of your character is 12 months old. You can also buy them off other players.

Getting them for a character's birthday is the easiest way, but you can also buy them. Many people are more than willing to sell a minipet.
On that note, I currently have a Miniature Prince Rurik (gold minipet) that I'm willing to part with (asking price is 80k, but I'm willing to barter and haggle) and a Miniature Hydra that I'm also willing to sell (asking price of 35k).

Some of the best places to find mini-pets for sale are Ascalon City, Lion's Arch, and Shing Jea Monastery. I've stumbled upon some elsewhere, but chiefly those three are the best places to go if you want to be sure to find at least a few.
Be prepared to spend at least 10k though. I have bought a couple of mini-pets that I absolutely love, but only one of them was below 10k, and that was in a low-traffic area where the guy really just wanted rid of it. :) But I wuv my precious little mini Devourer! <3
