Boon prot (the pre made) will be nerfed, check mantra of recall.

Hmm well if that's true then there's a lot of skills with lowered recharge times which is nice. And they didn't nerf Vengeful was Khanhei either which is nice for me.
Also might make a few skills more playable, Berserker stance for instance.
How would the famine time reduction effect the famine/55 uw combo?

Damn they keep lowering Peace and Harmony O.o I hope to see that used more often, as you can cast it on other monks more often. I'd probably used that instead of MoR.

This is undoubtedly fake. How do I know? Well, look at Malign Intervention:
Malign Intervention: 1..17 level bone horror -> 5..20 level bone horror
This means that the Bone Horror summoned by Malign Intervention would be more powerful than a Flesh Golem. That alone tells me this list is almost definately fake.
There's also Berserker Stance, which in the "rebalanced" skill list is effectively a fusion of Sprint and For Great Justice! along with an attack speed boost, whereas now the adrenal boost isn't as large as For Great Justice!'s effect does.
So... Yeah, I'm going with this list being fake, and the rumor of the person being banned for leaking it a lie or the person being banned for unrelated reasons.

If this is true, they are REALLY trying to weaken mesmers......most of their skills became less effective then thay were. Though this will help my boon-prot build as it uses Inspired Hex for energy management.
Any clues as to when something like this "might" happen?

It says HEXES targets adjacent, if those target's move and new targets come in range of one hexed target, only the hexed target will get burned, which... Isnt quite that good...

I understand that but quite a few teams have to ball up to be effective and many mobs attacking a target eg a tank in an oro farm would stay there and attack whilst they were being constantly set alight. So it might not be that good in some places but it would be very good at farming.

Well atm I don't think Mark of Rodgort is balanced enough... A AoE Hex Effect is exactly what it needs imho.

It's fake, to many mistakes:
Some of them:
Watchful Spirit is 15 energy atm and in the post it is 10 energy.
Dwarven Battle Stance got a 10% attack and speed boost which is not true (the speed boost).
Why would the exhaustion on Lightning Surge get removed and not on Mind Shock? And look at the new recharge on Mind Shock.
There are probably other obvious flaws as well ^^
