Veluta Lunata, where find after 10 spectrals, and receive badge 

So I got my badge for defeating 10 spectral ghosts, now i have no clue where to find her. Veluta Lunata contact, the info on this website dosent' say where she is located.


I just completed my first round of missions thru mikey the ear, and got my first contact in Port Oakes, who is The Radio.

What sucks is that I started my Kings Row Bank Mayhem mission right at lvl 13, and now I'm halfway thru level 13 and I only just now get the radio which will end at lvl 14.

Thats one thing I _absolutely_ Hate about COV/CoH is the incomplete contact bars. I actually cancelled my account over that once.

Thank you for reminding me of that. When I went through and updated the Contact information I completely forgot to add the locations for the 'Special' unlockable contacts. Try this for Veluta. /Loc -2509, 108, -823. Or if you dont like using the /loc command, look around about 150 or so yards south-southwest of Fort Hades in the fields.

Now, as to your other concerns. Aside from the Radio and Veluta, you have...hmmmm...no more Contacts to deal with in Port Oakes. To be quite frank, I feel your pain on the incomplete Contact bars; although, I would NEVER cancel my account because of it, but that's just me. Until the Devs decide to do something different (OH, BTW, they just did!) you will be stuck with incomplete bars unless you modify your travel through the game. The best way to deal with it is to Solo on Villainous or if you Team a lot; dont take certain Contacts, and just experience their 'content' through other people as you team with them (or take contacts at the same time and 'autocomplete' them instead of doing them multiple times) on a setting like Villainous. There's not really much else to say but that. Neither the Devs nor you can please everybody, and if you ever do you will find that there is one person you didnt please (ie; yourself). Yeah, I know, 'enough of this kung-fu junk'.

In the long run, it IS all up to you. You have to weigh incomplete contact bars and not experiencing all the content of the game against how fast you wish to level up. I have two characters with which I am experiencing all of the content and grabbing ALL the badges (badge-hoor that I am), and the others are just going to blitz through the levels in order to experience other things (like PvP). Yep, I've heard it all before, and if I can do it anyone can.

Sorry, if this sounds like I'm dis'ing you, but facts are facts. You want the bars full; then slow down, but like I said you're almost done with Port Oakes. You now have 3 Story arcs (about 9 missions total) and maybe 2 or 3 filler missions until you are 'complete' with Port Oakes. You did better than I did with one of my toons, and I was trying hard not to outlevel or miss anything.

Actually, like Sapir stated, it's very easy to capture all the content in the game and get all the missions for all the contacts.

I tested this theory and made a EM/Invul Brute. I kept my setting to Villainous and solo'd the entire time. I was able to run through all the contacts in all the zones. I stopped playing him at level 33 (had to level my Stalker to 50). He actually ran out of missions from the contacts, until level 35 so he could move on to the next set of contacts. So, it is possible, you just have to slow it down a bit, but move strictly through your contacts.

Now, this was the only toon I actually did this with and found that I only missed a couple of contacts per zone with the other toons I had.

I absolutely feel your pain. I love to experience all the content from the various contacts, and I hate it when I get stopped short because I've leveled up too fast. For me though, I prefer leveling up over missing a few missions here or there, so I try not to sweat it too much.

Although I will say this, I was very disappointed when I trapped a few pirates and unlocked Veluta, only to find out that I was too high level to take any missions from her.

If the above suggestions don't work well enough for you, a good last resort is always the strategic use of debt to curb your leveling progress. Nothing slows things down like taking twice as long to get through an experience bar (and hey, you get to work on your debt badges at the same time!)
