This is pretty new to me as I've never heard of these Plague Beasts aside from the Afflicted being referred to them.My fiance and I had just completed Naphui Quarter and after the award was displayed we landed back at the beginning before the portals.The internet died so we weren't able to go closer and see what they were.Here's an image of it though.Also I checked wiki's beastiary and searched guru and found nothing about the "Plague Beasts."

Anet tends to forget to remove some things..
I remeber a time i did the Zen Daijun mission and i clicked Togo and he said something important, but at the end of the message, it said: *DELETE ME*
i was like.. wtf?

Well in PC Gammer they did say that people in Factions and Prophecies would both feel the affects of Nightfall in that extent of spirit creatures and other supernatural materializations. That could be a case of that.

I suspect that the Plague Beasts were probably the Afflicted shown in the cutscene at the end of Nahpui Quarter. "Plague Beast" is probably a generic term for all Afflicted that was used in the beta for Factions before the final name was figured out, and since it is theoretically impossible to actually see the names of the Afflicted in the cutscene, they never got changed to different stuff.
As for Togo saying weird things like *DELTE ME*, it's probably the same thing. For a couple months after both games came out, there were items that had yet to get inventory icons and so they had an "under construction" icon (that was in the form of a guy with a hardhat, amusingly enough), but as time went by they were replaced by final icons.

lol i wonder what ppl would say if they saw togo walking round with a hard hat on.
