My belief was that adrenalice acted more like your energy where it collected to be used for all skills and not just one skill collected a different amount of adrenaline. So my guess would be that a disabled skill would be usable as soon as it was reenabled since you would have a 'pool' of adrenaline already built up to spend on whatever skill you wanted. Like how one skill might dim if another adrenaline skill called for a large amount and was used.

Simply put, no. If a skill is disabled due to any means (such as Diversion or Blackout), the skill does not gain adrenaline until it is no longer disabled, when it begins charging normally.
Each skill has a semi-independent adrenaline pool, all of which happen to charge at the same time. Whenever you use an adrenal skill, that skill's adrenaline pool is emptied and all your other adrenal skills lose 1 hit of adrenaline. If a skill is disabled, all of the non-disabled skills will gain adrenaline but the disabled one won't.
