Only from what i know of my elec/elec blaster, i'd say you may want to rethink the voltaic sentinel. it doesn't have all that great damage, but it could be good for a def, just launching it, then worrying about healing. If you're really after the endurance drain of the elec, i'd try to work in short circuit in. after 2-3 end drains in it, you'll take the baddies end down by half at least.
i'm not entirely certain if Clear Mind can be taken earlier than 16, but if it can be, i'd try to work it in. you'd make a bunch of friends in Posi's TF, especially since most ATs wouldn't have a mez protection at that lvl.

You might want to switch Swift and Hover. At low levels, you'll find Swift more useful.
Unless you're planning to play solo a lot, you won't need so many of your electric powers. Lightning Bolt, Ball Lightning and Zapp are the important ones. Voltaic Sentinel is actually a very useful power, but as a decoy, not for the damage.
If you're taking Leadership powers, you may as well also take Maneuvers. You can never have too many defense buffs.
Finally, Absorb Pain is a very hard power to use without getting yourself in trouble. If you're not confident that you can use it without killing yourself before level 49, you probably shouldn't be taking it at all.

I guess it depends on HOW you want to play. If you're going to get empath, people have pretty high expectations for you to be all about healing. That's why I like playing a kinetics guy myself.

Fist if all. Your build Has a couple flaws IMO.It all depends on if uw want to be a serious empathy healer, or not. If you do, then just get all the powers in empathy powerset, then wutever u get after that is fine.
Thats how im doing mine

Also, work in Recall Friend if you can. When the tank or scrapper dies in the middle of a mob, its far easier to bring them to you for a rez than to go to them. Just a suggestion....

I have a rather high level Emp defender myself.
What these chaps are saying makes perfect since. If you get Absorb Pain, make sure that you aren't attacking anything around you for a spot of time, so nothing attacks you when you use it. During the "down time" where you can't be healed, you are very susceptable to damage. Also, if you want to be a true healer, do as Panth says, get every power from the Empathy set, making sure to get Clear Mind at the earliest possible level. If you are going to be a solo empath, don't get any of the target teammate skills, such as heal other, clear mind, fortitude, etc. Just get your recovery and regen auras, plus heal aura and you are set. That's if you prefer to solo.

Defenders also get an endurance bonus when teaming. During a fight I'm a healing fool yet my endurance is generally still two thirds plus fill. My healer is only lvl 19, but I'm going to try to forgo the swift/health/stamina pool set and get other stuff.
Of course always keep blues handy, but if you're a healer you don't need reds or yellows.
